Community Based Transit Improvements: Simple Strategies and Measureable Results

With a population of more than 33 million, California faces environmental challenges that rival those encountered by many small countries. Clean air preservation has been especially trying for the state, in part due to the more than 20 million registered vehicles that travel on California roads. Today, the state faces a growth rate in vehicle miles traveled (VMT) that far exceeds the population growth.
Californians' growing dependence on cars has contributed to unhealthy levels of air pollution across the state and prompted the creation of the California Air Resources Board(CARB), which oversees air pollution control efforts in California to attain and maintain health-based air quality standards. In an effort to lessen Californians' reliance on automobiles, CARB is seeking to create a well-run, well-funded, community-focused public transit system that provides communities with attractive alternatives to cars. To realize this goal, CARB has partnered with Odyssey 20/20, a nonprofit group dedicated to sustainable transportation solutions for California, to assess the state’s transit service and develop replicable tools for measuring the impact of such approaches on air quality.
Current Activities and Accomplishments
CARB and Odyssey 20/20 are creating a unified vision for California’s transportation system. They have brought together dozens of public interest organizations in California to assess current transportation trends and identify options that will improve transit service in the future. Highlights of accomplishments to date:
- CARB continues to research and analyze transportation trends in Monterey, CA to identify potential ridership increases and Vehicle Miles Traveled (VMT) reductions.
- CARB is assessing "College Pass" programs that organize collaborations for student transit passes between transit agencies and college campuses. CARB hopes to replicate this project in other regions.
- CARB is evaluating the individualized marketing approaches of the Perth, Australia "TravelSmart" program, which encourages the use of walking, cycling, and public transportation. CARB is interested in replicating this project in other regions.
